Man Charged With Murder in Phelps Homicide; 2nd Suspect Held

Phelps, N.Y. (WHAM) - Ontario County Sheriff's investigators have made one arrest in connection to the homicide investigation for the death of a Cleveland native. Investigators said a second suspect is being held at the Monroe County Jail on an unrelated charge.

The announcement came at a Friday morning news conference with Ontario County Sheriff Kevin Henderson and Ontario County District Attorney James Ritts.

The body of Jean Carlos Rentas-Figueroa, 28, was found along Route 96 between Pre Emption and Hayes Roads in Phelps on August 13. He had been shot in the head.

Catherine Anderson lives a couple miles away from where the victim was found.

"At first it was very, very scary because we thought it might be local," she said.

Henderson said the homicide was determined to be drug-related.

"My message to drug dealers is if you choose to deal drugs in Ontario County, I - along with the men and women in uniform - are going to come after you," said Henderson.

Sheriff Henderson said within eight days from that night, with many investigators working 24 hours a day, they were able to charge Omar Antonio Martinez-Salome, 21, with second-degree murder.

"This shows the community that our office is prepared to deal with something like this, and we will not give up until we have those accountable in custody," he said. 

The second suspect, who has not yet been named because that person has not been charged, remains in custody. Investigators said that second suspect is being held at the Monroe County Jail on an unrelated charge.

All three individuals knew one another, Henderson said. 

The Sheriff's Office is still asking the public to help them locate a 2007 Acura TSX with the license plate JGF-4990. The car that belongs to Rentas-Figueroa. They believe that there is evidence related to the murder that could be on or in the car.

"That car was the car used in the commission of this crime," Henderson said. "It was the victims car."

The victim had just moved to the area from Cleveland. Both he and the suspect lived in Rochester.

The arrest comes as a relief for many.

"It’s a very quiet rural neighborhood where not a lot happens," said one neighbor. 

For Anderson, the crime in her once quiet neighborhood remains unsettling. 

"Someone killed someone right here," she said. "Right in our neighborhood right where we used to feel safe."

Martinez-Salome was arrested and arraigned Wednesday night. He is being held without bail in the Ontario County Jail. A preliminary hearing is scheduled for Monday, August 26 in Phelps Town Court.

Authorities are hoping to charge the second suspect in connection to the homicide within the next month. They are confident there are no more suspects.
